Subgrade
Coastal Georgia sits low with a high water table and sandy, poorly-draining soils. Pavement here is a drainage problem before it is a paving problem — if water cannot leave the site, no mat thickness saves it.
Climate
Heat, humidity and salt air year-round, with tropical rainfall events. Almost no freeze-thaw, so the enemy is oxidation, standing water and rutting rather than cracking from ice.
